The event was attended by Mr. Tran Nhat Lam, Deputy Chief of the Central New Rural Coordination Office; Mr. Ngo Chi Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Kim Ngoc Thai, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Le Van Dau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee; former leaders of the Provincial Party Committee, People's Council, and Provincial People's Committee from previous periods; as well as leaders of departments, branches, and localities; organizations and individuals who have made significant contributions to the socio-economic development of the district, representing exemplary households.
Over the course of 12 years of building a new rural area, the Party Committee, authorities, and people of Cau Ngang District have made relentless efforts to overcome challenges and remain determined in their focus on directing the implementation of the new rural construction criteria. The district's socio-economic development has been continuously progressing, with a positive shift in the economic structure, and a gradual increase in the proportion of industrial and service sectors. In 2022, the industrial sector achieved a growth rate of approximately 23.5%, while the service and tourism sectors increased by about 24.5%.
By the end of 2022, the multidimensional poverty rate in the district had decreased to 3.4%. Per capita income in 2022 reached 64.26 million VND per person per year (an increase of 51.55 million VND compared to the end of 2010). The proportion of solid and semi-solid houses in communes reached 92.2%, and temporary and dilapidated houses were completely eliminated in the district.

Addressing the ceremony, Chairman of the Provincial People's Committee Le Van Han acknowledged and praised the achievements of the Party Committee, government, and people of Cau Ngang District. Despite the initial difficulties, the socio-economic infrastructure of the entire district has been significantly improved, meeting the essential living, travel, and cultural needs of the people. The rural areas have seen remarkable development, leading to an improved material and spiritual life for the local population.

To sustain, develop, and further enhance the criteria of the new rural district, the Chairman of the Provincial People's Committee suggested that Cau Ngang District continue to harness the collective strength of the entire political system. He emphasized the importance of reviewing, adjusting, and implementing planning strategies, particularly in conjunction with the restructuring of the agricultural sector and delineating key agricultural production areas. Furthermore, he urged for an effective implementation of the OCOP (One Commune One Product) Program, which should be linked to tourism development. Enhancing vocational training for rural labor, aligning it with the labor market's demands and the district's economic restructuring plan, was also highlighted as a priority. In addition, Chairman Le Van Han underscored the significance of maintaining and improving the quality of education, achieving universal education, eradicating illiteracy on an annual basis, and investing in school facilities and equipment.
The Chairman also stressed the need for the district to continually improve the quality of medical examinations, treatments, and primary healthcare services for the people. The maintenance and improvement of environmental standards to create a "bright, green, clean, and beautiful" Cau Ngang District were highlighted, as was the consolidation and enhancement of the All-People Movement for National Security. Additionally, a close integration of new rural development and urban development with national defense and security assurance was emphasized to meet the demands of sustainable development. Finally, the Chairman urged the continued promotion of the Dong Khoi My Long movement to expedite Cau Ngang's transformation into an advanced new rural district in the shortest time possible.
