The department of Health is a specialized agency of the Provincial People's Committee (PPC), which has the functions of advising and assisting the PPC in the State management over the health including: preventive health care; medical examination, treatment; rehabilitation; forensic medicine; traditional medicine; medical equipment; pharmacy; cosmetic; food safety; health insurance; population - family planning; reproductive health and other medical work in the province in accordance with the law.

 a/ Decision and directive drafts; long-term, five - year and annual plans; programs, schemes, projects and measures to organize the implementation of administrative reform tasks and other documents within the scope of promulgating competence of the Provincial People's Council and the Provincial People's Committee in the health domain.

 b/ Document draft specifying functions, duties, powers and organizational structure of the Health department;

 c/ Document draft specifying conditions, criteria and titles for the heads and the deputy heads of organizations and units under and attached to the Health department; the head and the deputy head of the Health office of the People's Committee of district.

 a/ Decision, separate directive drafts and other documents under the promulgation competence of the President of the PPC in the field of health in localities;

 b/ Decision drafts on the establishment, merger, splitting or dissolution of organizations, agencies and units attached to or under the Health department according to law provisions;

 c/ Document drafts defining the relationship between the Health department and the provincial departments, branches, agencies and People's Committee of districts on medical work in localities; between the Health office and other units and organizations involved in medical work in district;

 d/ Program and solution draft to mobilize and coordinate inter-branches in epidemic prevention, food safety, population-family planning and other medical work in localities.

 a/ Organizing the communication and education tasks on health promotion;

 b/ As a focal point for supplying information to the press and local people on local medical work.

 a/ Directing, guiding and evaluating the implementation of professional regulations and national technical regulations on the prevention and combat of contagious diseases; HIV/ AIDS; prevention and treatment of opiate addictions; non-communicable disease; occupational disease, injury; environmental health, school health, sanitation and occupational health; community nutrition; border health quarantine; chemicals, insecticidal and germicidal preparations for domestic and medical use in the province;

 b/ Directing and organizing the supervision of contagious diseases, non-contagious diseases, unclear diseases, early detection and treatment of infectious diseases; carrying out epidemiological reports in accordance with the provisions of law; advising the PPC on the epidemiological declaration and outbreak of epidemics according to the provisions of law;

 c/ Directing and organizing the vaccination and use of medical bio-products for subjects defined by law; organizing the receipt of dossiers and granting certificates of eligibility for vaccination in the province according to the provisions of law;

 d/ Granting, re-granting, withdrawing biosafety certificates for laboratories according to the provisions of law;

 e) Thường trực Ban Chỉ đạo phòng chống dịch, phòng chống HIV/AIDS của tỉnh.

 e/ As the focal point for the prevention and combat of harmful effects of cigarettes, prevention of harms caused by the abuse of alcohol, beer and alcohol drink in the province;

 e) Permanent Steering Committee for HIV/ AIDS prevention and control.

 a/ Directing, guiding and monitoring the implementation of legal documents, professional regulations and national technical regulations applicable to medical examination and treatment establishments, functional rehabilitation and expertise medical examination, forensic examination and forensic psychiatry examination according to management decentralization and technical classification;

 b/ Granting, re-issuing, suspending and withdrawing medical examination and treatment practice certificates; granting, re-granting, adjusting, suspending and withdrawing operation licenses from medical examination and treatment establishments; establishments treating addiction to opiate substances by substitution drugs according to the provisions of law;

 c/ Allowing medical examination and treatment establishments to apply new techniques and methods according to law provisions.

a/ Organizing the inheritance, promotion and combination of the traditional medicine with the modern medicine in disease prevention, medical examination and treatment, functional rehabilitation, personnel training, scientific research and producing the traditional medicine in localities;

 b/ Directing, guiding and monitoring the implementation of legal documents, professional regulations and national technical regulations applicable to medical examination and treatment and rehabilitation establishments by the traditional medecine in the province;

c/ Granting, re-granting, suspending and withdrawing medical examination and treatment certificates by the traditional medicine; granting, re-granting, adjusting, suspending and withdrawing the operation license for medical examination and treatment establishments with the traditional medicine according to the provisions of law.

 a/ Guiding the deployment and supervision of the quality of drugs and cosmetics in localities. Directing and monitoring drug withdrawal according to regulations;

 b/ Directing and administering the management of the pharmaceutical business and pharmaceutical practice (granting, suspending and withdrawing pharmaceutical practice certificates), granting certificates of full satisfaction of drug business conditions, granting of cosmetics publication numbers in accordance with the provisions of law;
 c/ Managing the drug prices and drug bidding according to the provisions of law;

 d/ Directing and guiding the implementation of hospital pharmacy work and other tasks according to the decentralized competence.
